He was predeceased by: his parents, Wilford Carl and Wilma Lucille Phelps-Lewis (Lockhart); his siblings, Larry R. Phelps and Dixie Lou Spreitler; his sister-in-law Karla Jean Phelps; and his nephews, Danny Spreitler, Carl Davis, David Spreitler, Clinton Davis and Scott Foster.

He is survived by: his former wife Louise Dameron (Boyer); his wife Virginia Ann Hemmerlein; his daughters, Ellen Carter (Shayne) of Ellsinore, Kimberly Farris of Grandin, Rachel Coleman (Kenny) of Grandin and Rebekah McKinney (Fred) of West Plains; his sister Linda Foster (Carl) of Gulfport, MS; and his nieces and nephews, Mike Foster, Mark Foster, David Phelps, Lee Hemmerlein, Sherry Killegrew, Sheila Ramsey, Amanda Gerlach and Lois Clinton. He is also survived by ten grandchildren, twelve great-grandchildren.
