He was predeceased by: his parents, Roscoe Rouggly and Myrtle Rouggly (Carrow); and his siblings, Anabel Brown, Raymond and Richard Rouggly.

He is survived by: his wife Wilma; his children, Dennis Rouggly (Pam) of Oriole, MO, Michael Rouggly of Cape Girardeau, MO, Rodney Rouggly (Mary) of Grassy and Lisa Miller (Mark) of Grassy, MO; and his sisters, Margie Hannon of St. Louis, Mary Alice Carrol of Collinsville, IL and Geraldine Gibson of St. Louis. He is also survived by 15 Grandchildren, and 16 Great Grandchildren.
