He was predeceased by: his parents, Eldon Carter and Pansy Carter (Nee Collins); and his siblings, Carl Carter, Rosa Maude Collins and Naomi Dominguez.
He is survived by: his wife Dorris Carter (Nee Sturgeon); his children, Bev Bowen (Gale), Janet Graves (Mark) and Laura Kastraba; his grandchildren, Gordon Bowen Jr. (Krysten) and Jennifer Bowen; and his siblings, Averill Carter, Gladys Wyas, Lena Shipley, Violet Wake and Larry Carter.
Visitation was held on Friday, January 17th 2025 from 10:30 AM to 1:00 PM at the Hutchens Mortuary & Cremation Center (675 Graham Rd, Florissant, MO 63031). A funeral service was held on Friday, January 17th 2025 from 1:00 PM to 2:00 PM at the same location. A graveside service was held on Friday, January 17th 2025 from 2:30 PM to 3:00 PM at the Valhalla Cemetery - St. Louis (7600 St Charles Rock Rd, St. Louis, MO 63133).
In lieu of flowers, memorial donations may be made in Billy's name to Lifepoint General Baptist Church.
