He was predeceased by: his parents, Oval M. Carter and Jane Carter (Wallace); his stepmother Beulah Carter (Petty); his siblings, Roy Carter, Helen Jean Ray and Kathy Whitworth; and his grandson Levi Carter.
He is survived by: his wife Sara L. "Sandy" Carter (Smith) of Festus; his children, Steven Paul Carter (Karen) of Festus, Richard Dean Carter of New Castle, Tammy Lynn Mace (Brian Head) of Festus and Starla Suzanne Wideman (Brian) of Festus; his siblings, Robert Carter of Villa Ridge and Barbara Robinson of Gray Summit, MO; his grandchildren, Nicole, Frank, Sandy, Emma, Aaron, Brianna, Jessica, Zack, Molly, Logan, Adam and Sam; and his close friend Smokey. He is also survived by the cat, and numerous other relatives, dear friends.
