He was predeceased by: his parents, Claggett S. Penn and Margaret M. Penn (O'Hare). He is also survived by his brother priests, Delaney Family, relatives, neighbors, and many friends.
A vigil service was held on Thursday, February 20th 2025 at 3:30 PM and on Sunday, February 23rd 2025 at 4:00 PM. Visitation was held on Thursday, February 20th 2025 from 4:00 PM to 7:00 PM, on Friday, February 21st 2025 from 10:00 AM to 11:00 AM and on Sunday, February 23rd 2025 from 3:00 PM to 4:00 PM. A Mass was held on Friday, February 21st 2025 at 11:00 AM at the Cathedral of St. Joseph (2305 W Main St, Jefferson City, MO 65109).
