He was predeceased by: his parents, Elonzo Scott and Alma Scott; his sons, Steven Marshall Cotten, Billy Ray Cotten Sr and Jerry Edgar Gene Scott; and his siblings, Jerry Scott and Janet Chapman.
He is survived by: his wife Laura; his daughter Laura; his sister Phyllis Burris of Eldon, Missouri; and his grandchildren, Billy Ray Cotten Jr, Jessica Heape and William Fewell. He is also survived by several other relatives and friends.
