He was predeceased by: his parents, Levin Winn and Violet Gilliand Winn; his former wife Evelyn Winn; his siblings, Jim Winn, Francis Louis Winn and Dorothy Jean DaVee; and his stepdaughter Angela Bobo.

He is survived by: his wife Leigh Winn; and his children, Cherie Eckelkamp of St. Louis, Rand Winn of Prescott and Lisa Spiller of Virginia.

Having lost Evelyn several years ago and now Phil, a big void in my life is now present. He and she were great and generous Christians and will be greatly missed.”
