He was predeceased by: his parents, William Clark Dougan and Mildred Margaret Dougan (VanZant); and his sister Carolyn Paulette Bell. He is survived by: his mother-in-law Wendy Schutte; his wife Wendy Dougan of Boonville; his children, Brad Dougan of Boonville and Suzzanne Cathlynn Marie Tigg (Cameron) of Columbia; his brothers, Vernon Carol Dougan (Susan) and Zackary Finus Dougan of Sedalia; and his grandchildren, Savannah Lenn, Sidney Gene, Kimberly Gwen and Kadence Marie. He is also survived by numerous nieces and nephews.
