He was predeceased by: his parents, Leeman Rahe and Wilma Jean Riggs (Ewen); his son John Matthew; his sister Delores Wielms; and his grandson Ethan Riggs.
He is survived by: his wife Linda Miller-Riggs; his children, Garland Riggs (Donna), Dulcey Spurlin (Terry) and Richard "Goob" Riggs (Jackie); his stepmother Jane Ann Pepmiller (Kenneth); his stepchildren, Darrell Miller (Angie), Joe Miller (Terri), Clinton Miller (Michelle), Brandy Miller and Toby Miller; his brother Wayne Riggs (Karen); and his stepsiblings, Evan Funk (Rhesa), Terri Heuer (Jeff) and Penny Justice (Eddy). He is also survived by nineteen grandchildren; fourteen great-grandchildren.
