He is survived by: his wife Phyllis Smith of St. Cloud; his children, John Balmer (Victoria) of Chicago, IL and Chris Balmer (Carolyn) of Blaine, MN; his stepdaughter Sara Burton of St. Cloud, MN; his granddaughter Claire Balmer; and his siblings, Terry Ingram (Scott), Mike Balmer, Laurie Garrison (Reid), Donna Balmer and Kathy Radunz.
