We are sad to announce that on October 1, 2023, at the age of 94, Billie Frances Carter of Minnetonka, Minnesota passed away. Family and friends are welcome to leave their condolences on this memorial page and share them with the family.

She was predeceased by: her parents, Emmett Andrew Krantz and Nettie Vera Porter Krantz; her brother Randall Krantz; and her husband Marcus Otto Carter. She is survived by: her grandchildren, Houston Erik, Logan Otto and Emily Frances; her sons, Mark Andrew Carter, Glenn Alan Carter (Renee) and John Eric Carter (Gloria); and her grandchildren, Houston Erik Carter, Logan Otto Carter and Emily Frances Carter. She is also survived by several cousins, nephews, nieces, and a host of dear friends.

Family requests memorials be directed towards International Fellowship of Christians and Jews.
