Carter (Fairmont, Minnesota), born in Saint Cloud, Minnesota, who passed away on January 24, 2019, at the age of 101, leaving to mourn family and friends. She was loved and cherished by many people including: her parents, Louis Storms and Regina Storms; her spouse Elmer J. Carter; and her daughter Patricia Carter of Tucson, AZ. She was also cherished by several nieces and nephews.
