He was predeceased by: his parents, Moses Liupakka and Ida Liupakka; and his siblings, Robert, Raymond, Dale, Ruth, Anne, Irene and Mildred.

He is survived by: his wife Jane Marie Juntunen; his close friend Moses Chevrolet (Liupakka Oil); his grandchild Nationally; his children, Jana Richardson (Ryan Loft), Jody Eichhorst (Nathan) and Russell Liupakka (Jill); his grandchildren, Kyle, Drew (Jessica Shuey), Abigail Richardson, Ryan Eichhorst (Cobby Rowan), Leah Schmidt (Josh), Zachary (Kayli Fuhrman), Joshua Liupakka (Sarah) and Grace Liupakka; his great grandchild Beckham Schmidt; and his sisters, Leona, Carol and Mary.

Frank was a Carlton County Commissioner for 8 years and is a past member of the Esko Educational Foundation.
