He was predeceased by: his wife Joan. He is survived by: his daughter Vickie Carter (Rick) of Duluth; his grandsons, Todd Carter of Duluth and Casey Carter (Amy) of Duluth; and his siblings, Robert Werschay (Pat) of St. Cloud and Mary Payton (Tom) of Madison, WI. He is also survived by several nieces, nephews and cousins.
Memorials in lieu of flowers can be made to Animal Allies in Bill's name.
