He was predeceased by: his parents, Ernest Downing and Mary Downing (Harlow); and his siblings, Madonna Block, Melva Baldwin, Betty Havens, Ernest Downing Jr. and Robert Downing.

He is survived by: his wife Phyllis Downing; his children, Cheryl Downing (Bill Babel), Jeff Downing (Vicky), Richard Downing and Carol Hupcik; and his siblings-in-law, Sharon Downing, Paul Castiglione (Jan), Joel Castiglione (Laurel) and Jim Castiglione (Terry). He is also survived by 12 grandchildren, 12 great grandchildren.
