He was predeceased by: his parents, Ray Fredrick Rugg and Clara Belle Knight; his wife Lucille Hice; his daughter Marta Hammond; and his sisters, Lucile Miller and Phyllis Uestal.
He is survived by: his son Raymond Rugg (Kathy); and his grandchildren, Royal Rugg and Maya Rugg.
