She was predeceased by: her parents, Leo W. Phelps and Lila M. Mercer (DeVoe); her stepfather Richard Mercer; her grandson Joshua Tobey; and her siblings, Leo W. Phelps, Paul Phelps, Mildred Laws and Pricilla Seward.
She is survived by: her husband Glenn Tobey; and her sons, Loren Tobey (Ayse), Dean Tobey (Elaine) and Allan Tobey (Cindy). She is also survived by 6 grandchildren; 6 great-grandchildren; other loving family and friends.
