He was predeceased by: his parents, Leon Robert and Ruth Elizabeth Phelps (Latter); his wife Delores; and his siblings, Twyla Kill, Nancy Hasbrook, Nina Cochrane, Mary Phelps, Delores Holy, Shirley Presley, Sandra Graber, Jack Phelps and Leon H. Phelps.
He is survived by: his children, Dave Phelps (Holly) and Dawn Norris (Marcus); his granddaughter Jessica Villarreal (Mike); his great grandchildren, Alyssa, Dylan, Braylen and Maesyn; his granddaughter Amanda Dunlap (Jeremy); his great grandchildren, Wyatt and Maggie; his granddaughter Brooke Dean (Jeff); and his great grandchildren, Maddy, Teagan and Boston.
