He was predeceased by: his parents, Norman Brooks and Elsie Brooks; and his brother Grant. He is survived by: his wife Toni Vido; his children, Paul Brooks (Rebecca), Susan Herzog (John) and Andrew Brooks (Diana); and his grandchildren, Quinn, Bennet, Jack, Elise, Antonia and Lawrence.

Memorials may be given to St. Martin of Tours Episcopal Church in memory of Carter.
