He was predeceased by: his parents, Charles Payne and Janet L. Payne (Frost); his siblings, Charlie Payne and Cheryl Russ; and his grandmother Thelma Frost.
He is survived by: his wife Debbie S. Spencer; his children, Wendy Payne, Arthur Payne (Hector), Justin Payne (Ashley), Ryan Payne (Cassandra) and Miranda Benner; his grandchildren, Allison, Gaven, Emily, Beau, Bryce, Beckett, Remington, Sawyer, Oakley and Henley; and his great grandchildren, Kendall and Emersyn.
