Lori Fray wrote a sympathy message

“Dear Madeline and Family, Please accept my most sincere condolences upon the passing of Jim (the CHIEF) as he was always known to me! We had frequent discussions at KI when I would come over to meet with General Fortner at his office on many occasions. JIM was a very kind and thoughtful leader who accomplished many quality of life improvements for all of us living on the base.. May he rest in peace., as deserving of the kind and gentle person he was! Respectfully, Robert R Fray, Col, (Ret)”
