He was predeceased by: his parents, Hayden Neely and Easter Neely (Black); his son Mark Neely; and his brothers, Hayden and Howard Neely.
He is survived by: his wife Fran Tull; his children, Susan Hascall, Joann McDonald, Cynthia Bolgert (Tom), Richard Neely and Aaron Tull (Megan); his grandchildren, Melissa Pauli, Sam Bolgert (Laura), Laura Bolgert, Bianca Neely, John Bolgert and Richard Neely Jr.; and his great grandchildren, Christopher, Stephanie and Avery.
