He was predeceased by: his parents, Garland Penley and Rena Penley (Wallace); his wife Jennie Marie Rouse; and his siblings, Barbara Conley, Doyle Penley, Jimmy Penley, Harold Penley, Jerry Penley and Melba Smith.
He is survived by: his children, Donald Penley (Lynda), Peggy Ann Weaver (Junior), Connie Wydra, Brenda Squires and Paul Penley (Faith); and his siblings, Linda Fritag, Carl Penley and Larry Penley. He is also survived by many grandchildren and great grandchildren.
