He was predeceased by : his parents, Aulcy Leebon Phelps and Mary June Owen; and his son Walter L. Phelps Jr.. He is survived by : his sons, Philip Phelps and Aaron Phelps; his stepdaughter Deanna Grignani (Ben); his sister Peggy Smith; his nephews, Joe Herron and Todd Herron; his grandchildren, Britney Ridsdale, Jenessa Steck, Kirstie Wilson, Mason Grignani and Eli Grignani; and his great grandchildren, Maverick Corwin, Jameson Stillwagon and Waylon Stillwagon.

Visitation was held on Sunday, June 9th 2024 from 4:00 PM to 8:00 PM and on Monday, June 10th 2024 at 11:00 AM at the Swartz Funeral Home (1225 W Hill Rd, Flint, MI 48507). A funeral service was held on Monday, June 10th 2024 at 12:00 PM at the same location.

Walter donated to countless conservation organizations and was a supporter of his local 4-H.
