He is survived by: his wife Renee Clark Targett; his siblings, David and Diane Pelkey; and his children, Kim Moore, Victor F. Targett, Jr., Jennifer Nutt and Jill Targett. He is also survived by many grandchildren, great grandchildren, nieces and nephews.
