He was predeceased by: his parents, Lawrence E. Sr. Higgins and Geneva Higgins (Farmer); his wife Evelyn Clukey (Huntington); his children, Karen Higgins, Neil E. Higgins, Sr. and Barbara Thompson (Higgins); and his siblings, Donald, John, Theodore, Miriam, Betty, Ruth, Carolyn, Clifford and Theresa.
He is survived by: his daughters, Jenny Mae Higgins, Susan Campbellton (Higgins) of Missouri and Denise Higgins of Virginia; his stepdaughters, Tina Scarberry (Mike) of Ohio and Cindy Hudson (Steve) of Massachusetts; his siblings, Marjorie, Alice, Myra, Francis and Arthur; his close friends, Karen and Russell LaBlanc; and also Kathy Ryder of Dexter. He is also survived by 18 grandchildren and 38 great-grandchildren.
