He was loved and cherished by many people including: his siblings, Barbara Garnett, Neil Woodard and Greg Woodard; his wife Jean McNeary Woodard; his sons, Craig and Steve; his daughters-in-law, Martha and Donna; his grandchildren, Matthew, Benny and Lewie; his siblings, Edith Sarah and Bruce; and his parents, Kenneth Woodard and Florence Taylor Woodard.

“In loving memory of Frank Woodard, Dr. Woodard was my professor in Graduate School at UMO civil engineering department in the early 1970s. I saw him a few times at conferences in Boston. Although I worked for another engineering firm for 43 years, he always remembered my name and wanted to know how I was doing. I had several friends that did work at Woodard & Curran later on. Frank was a great professor and teacher. He will be greatly missed. Our hearts and prayers are with his family.”
