He was loved and cherished by many people including: his parents, Kenneth Packard and Helen Packard (Moakley); his wife Pamela; his sisters, Jane Packard Ackley and Ann Packard; his daughter Amy Packard Smereck; his son-in-law Daniel Smereck; his grandson John; his brother John; his siblings-in-law, Debra Packard (Carroll) and George Ackley; his nieces and nephews, George G. Ackley, John Packard, Jr., Matthew Packard, Susan Ackley Paganetti and Jennifer Ackley Vogler; his friends, Leslie Ballin, Paul Sasso, Mary Alice Bird, John Collier, Deborah Dempsey, Barbara Furman, Ted, Susan Kanellakis, Kathy Kangas, William Meisle, Ralph Moore, Bridget Buck, Jessica, Jill, Jeffrey Payson, Charles, Rosalie Peirce, Earl Randall, Mary Smyth and Pamela Swartz; and also, Cody and Casey Wilson. He was also cherished by four cats and one dog.
Due to the challenges posed by COVID-19, Charles' family is planning for a celebration of his life to occur in the summer of 2021.
