He is survived by: his children, Shelley Webb (Charles) of Everett, PA, William Moats (Patricia) of Williamsport, MD, Terry Moats (Lorri) of Clear Spring, MD, Jeff Moats (Linda) of Williamsport, MD, Kenny Moats (Kim) of Hagerstown, MD, Mike and Matt Moats (Emily) of Martinsburg, WV; and his siblings, Connie Fisher of Williamsport, MD, Carolyn Grumbine of Florida, Jerry Moats of Martinsburg, WV and Ralph Moats of Reisterstown, MD. He is also survived by 17 grandchildren and 16 great grandchildren.
