He was predeceased by: his father Garland E. Parks. He is survived by: his mother Eloise Parks (Culbertson) of Westover, MD; his wife Cindy L. Parks of Westover, MD; his stepsons, William Luffman of Salisbury, MD and David Luffman of Salisbury, MD; and his siblings, Carolyn Long of Mt. Vernon, Patricia Lowe of Princess Anne, MD and Garland Parks of Marion, MD.. He is also survived by five grandchildren.
