He was predeceased by: his parents, Ethel Devilbiss (Royer) and Roger Z. Devilbiss; his brothers, William "Billy" Devilbiss and Roger "Bub" Devilbiss (Catharine "Kitty"); and his brother-in-law Larry Schreiner.

He is survived by: his wife Barbara Devilbiss (Zepp); his children, Richard V. "Tood" Devilbiss, Jr. (Julie) of Pleasant Valley and Amy L. Logie (Jim) of Mayberry; his grandchildren, Samantha, Jessica Devilbiss and James W. "J. W." Logie IV; his siblings, Paul "Slim" Devilbiss (Cookie) of Westminster, Doris "Sis" Schreiner of Westminster, Larry "Butch" Devilbiss (Sylvia) of Westminster, Douglas Devilbiss of Westminster, Donald Devilbiss of Westminster and Linda "Lynne" Devilbiss (John Martin) of Westminster; and his sister-in-law Marion Stenton of Thurmont. He is also survived by numerous nieces and nephews.
