She was predeceased by: her parents, Charles M. Hobbs and Nettie E. Hobbs; her husband James R. Carter, Sr.; her son James R. Carter, Jr.; and her sisters, Gladys Schaub and Joanne Rolfe.

She is survived by: her children, Gary Carter (Karen) of Sykesville and Tina Kraft (Buddy) of Westminster; and her grandchildren, MaryLu, Kimberly, Jamie and Lee. She is also survived by six great-grandchildren; and numerous nieces and nephews.

In lieu of flowers, memorial contributions may be made in Lucille's name to Carroll Lutheran Village, C/O Resident Assistance Fund, 300 St. Luke Circle, Westminster, MD 21158.
