He was loved and cherished by many people including: his parents, Paul Arthur Starr and Clarissa Jane Sapp Starr; his wife Carolyn Koontz Starr; his brother Paul Larry Starr; his brother-in-law Howard E. Koontz III; his daughter Erica Ann Starr; and his siblings-in-law, Nancy B. Koontz, Ann M. Koontz and Vince Smeriglio.
