He is survived by: his parent Naomi Lockard (Taylor); his children, Judy Miller (Tom Stonesifer), Nita Jones, Chris Lockard-Windsor (Stan) and Jesse Lockard, Jr.; his wife Rose of Westminster; his sister Lorraine Stair of Westminster; his brother-in-law Mike Taylor (Sharon) of Westminster; and his wife Margaret.
