He was predeceased by: his father Robert M. Milligan; and his brothers, Dennis E. Milligan and William C. "Billy" Milligan. He is survived by: his mother Alice Garey (Morelock) of Westminster; his wife Robin Milligan; his children, Cody Milligan of Westminster and Tiffany Keller (Cody) of Hanover, PA; and his granddaughters, Madelyn and Michaela.
