He was predeceased by: his mother Dorothy Isabella Thompson Proctor; his brothers, William Reginald Proctor and Thomas Vernon Proctor; and his in-laws, Charles and Alice Bey.

He is survived by: his wife Charlene Bey Proctor; his children, Perrye Alice Proctor Ogunwole (Chuma) and Myles Vincent Proctor (Aminah); his grandson John Martin Ndubuisi Ogunwole; his father Martin Vincent Proctor, Sr. of George's County; his sisters, Jacqueline Proctor, Joan Robin Proctor and Lisa Jackson (Anthony); and his godchildren, Leonard Proctor, Eric Brandon Proctor and Natalie Bruning. He is also survived by three sister-in-laws, two brother-in-laws, nieces, nephews, other relatives, friends and fraternity brothers.
