He was predeceased by: his brother Steven E Phebus; and his sister-in-law Christine C Phebus. He is survived by: his parents, James W Phebus and Joan L Phebus of Hagerstown, MD.; and his siblings, John Phebus, Chuck Phebus of Hagerstown, Kathy Subleski (Jeff) of Boonsboro, Connie Spear (Brent) of Smithsburg and Terri L Bowers of Waynesboro, PA. He is also survived by numerous nieces and nephews.
