He was predeceased by: his parents, Lee Vernon and Muriel Evelyn Canter Coulter; his wife Barbara Ann Coulter; his brothers-in-law, Richard Etzler, Gerald McCauley, Joseph Ford and Wilbur Ford; and his niece Debbie Etzler.
He is survived by: his children, Terri Bowers (David) and Gary Coulter (Deborah); his grandchildren, Jason Phebus (Sarah), Wesley Phebus (Casey), Blaine Phebus (Shaelyn), Megan Coulter (Brianna), Mitchell Coulter (Autumn), Clayton Phebus and Marshall Coulter; his siblings, Robert Coulter (Barbara), Kenneth Coulter, Joan Etzler and Gerald Coulter (Nancy); his sisters-in-law, Maryann Ford and Shirley Ford; and his nieces and nephews, Richard Etzler, Sean McCauley, Sherri Burgin (Paul) and Lynn Suarez (Troy). He is also survived by 14 great-grandchildren.
