Delores Elizabeth Booker was born in Boston, Massachusetts on January 29, 1933, the second child of John Henry and Lillie Thorpe Booker. She was educated in Brookline Public Schools. Delores began her career in Boston in 1952. Upon graduation from the Chandler School for Women, she worked in various private industry positions in the Boston area until 1966 when she relocated to Washington, DC to enter the federal government service.
She joined the rolls of the Defense Intelligence Agency (DIA) in October, 1966 as a Clerk-Stenographer. Her abilities were recognized and she was quickly promoted to the position of Intelligence Technician, a semi-professional job series in the intelligence field.
In 1975 her career took another turn upward when she was selected from a very competitive field of applications to participate in the Agency’s pilot Upward Mobility Program which allowed her to transition to the professional career ladder as an Intelligence Analyst.
While receiving in-house training and on-the-job training, Delores enrolled at the Federal City College now the University of the District of Columbia. Often carrying a full course load and attending evenings and weekends, she completed her B.A. degree, Magna Cum Laude, in 1980.
Delores continued to take advantage of Agency sponsored educational opportunities. In 1985 she was selected to participate in DIA’s Full-Time Study Program. She did a semester of graduate study in Public Policy at the University of Southern California, Washington Public Affairs Office.
She received further training with the successful completion of the Agency’s Graduate Management Education Program through American University. In 1991, she received a Graduate Certificate in Public Management for the American University.
The major portion of her career with DIA was as an Intelligence Analyst in the field of energy in various geographical regions. These duties afforded her the opportunity for foreign travel to such places as London, Budapest, Prague, Brussels and Yugoslavia.
Aside from her regular duties, Delores served as an Equal Opportunity Counselor for DIA. For her efforts and contributions to this program, she was the first recipient of DIA’s Diversity Management award.
Throughout her career Delores received many Outstanding Performance Ratings, Sustained Superior Performance Awards and Letters of Appreciation for her support to military crises/ conflicts such as Arab-Israeli war, Desert Shield/ Desert Storm and Valiant Warrior, Iraq and Kuwait.
She retired in 1995 after 28 years with the Department of Defense Intelligence Agency.
Delores accepted the Lord Jesus Christ as her Savior while attending the Emmanuel Temple Church in Boston, Massachusetts and later became a member of the Greater Morning Star Church (now The Greater Morning Star Apostolic Ministries) in Washington, DC.
She was a generous person who was always there to help. Delores was very gregarious and made friends easily. She enjoyed the beach, dining out and shopping. Delores leaves behind two sisters, Geneva Massey, Shirley Wilson, one brother, John Booker and nieces, nephews and many cousins.
