He was predeceased by: his parents, William Byron Phelps, Sr. and Lola Phelps; and his wife Alberta. He is survived by: his son David L. Phelps (Wendy) of Severn, MD; his sister Claire Hood; his grandson Corey Mullins (Eri); and his great grandchildren, Caden, Connor and Collin Mullins.
