He was predeceased by: his parents, Louis Baxter and Bertha Baxter; and his brother Louis. He is survived by: his wife Ellie; his children, Susan Pannell (Barry), Dr. Barbara Baxter, Thomas Baxter (Diane), Edmund Baxter (Linda) and Dr. Jane Baxter Harris (Donald); and his brothers-in-law, William Leahy (Janet) and John Leahy (Pat). He is also survived by nine grandchildren, four great-grandchildren, 12 nieces and nephews.
