He was predeceased by: his parents, Vernon Outten and Mattie Helen Outten; and his sister Diane O. Killmon. He is survived by: his wife Janet Mason Outten; his sons, Daniel Charles Outten (Denise) and Barry Lee Outten (Lynda); his grandchildren, Daniel, Steven H, Barry, Jr., Chelsey, Mackayla and Collin; and his siblings-in-law, Daniel Killmon and Donna Jean Mulligan (Mike). He is also survived by animal lover, he also had a pet deer along with his several horses and dogs.
In lieu of flowers, contributions may be made to the First Baptist Church, 204 Fourth Street, Pocomoke City, MD 21851.
