He was predeceased by: his wife Diane Pickert; his son Jeffrey Michael; his parents, Leona Folland and Jack Folland; and his siblings, Claudine, Velgean, Mearl, Blanche, Peggy and Douglas.

He is survived by: his close friend Ann Hawkins of Owings, MD; and his children, William Joseph (Bill) of Torrington, CT, Brenda Lee Biggs (Glenn) of Fruitland Park, FL, Hearl William Jr. (Phyllis) of Mt. Airy, MD, Kimberle Diane Madsen (Larry) of Torrington, CT and Shawn Nicholas of Pasadena, MD.. He is also survived by grandchildren and great grandchildren, as well as many nieces and nephews.

The family has requested that in lieu of flowers memorial donations may be made to Calvert Hospice (calverthospice.org).
