He was loved and cherished by many people including: his parents, Shirley Ann Belt Welker of Tennessee and Kenneth Martin Keeney of Finksburg; his wife Lucinda F. "Cindy" Keeney; and his brothers, Gregory A. Keeney of Taneytown, Timothy R. Keeney (Diane) of Westminster and Stanley W. Keeney. He was also cherished by his nieces and nephews.
Masks, social distancing, and 50% capacity will be in place at the funeral home.
