He was predeceased by: his parents, Thomas J. Talbert and Helen M. Fritz Talbert; his brothers, Carroll "Sonny" Talbert and Daniel F. Talbert; and his brother-in-law T. Paul Smith.
He is survived by: his children, Thomas Paul Talbert of Westminster, Richard Theodore Talbert (Dorene Beckley) of Artemus, PA, Michael Jay Talbert of Taneytown, Patrick Smith Talbert (Lynn) of Westminster, Harold Timothy Talbert (Debbie) of Westminster and Elizabeth Stambaugh (Jerry) of Westminster; his stepsons, D. Arthur Seibel (Shearl) of New Windsor, Douglas A. Seibel (Rhonda) of Hanover, PA and Ronald D. Seibel (Dawn) of Westminster; his sisters, C. Joan Hess of Suffolk, VA and Darlene H. Spielman of Union Bridge; and his sisters-in-law, Mary Talbert of Westminster and Ann Smith of Onancock, VA.. He is also survived by 10 grandchildren, 9 step grandchildren and numerous great grandchildren and great great grandchildren.
