He was predeceased by: his parents, Joseph Nicholas and Sarah Carter (Miller); his wife Virginia Carter (Haus); his daughter Mary Ann Carter; his siblings, Dr. John Carter (Edie), Thomas Carter, Rosemary Shockey, Sally Tuscano (Patsy) and Ann Martirano; and his brothers-in-law, James Dickel and Dale Whitehead.
He is survived by: his son Joseph W. Carter (Cathy); his granddaughter Kristen Carter; and his sisters, Mary Lou Dickel and Peggy Whitehead. He is also survived by several nieces, nephews, great-nieces and great-nephews.
In lieu of flowers, those wishing to honor Joe's memory may make contributions to Bishop Walsh School, 700 Bishop Walsh Road, Cumberland, MD 21502.
