He was predeceased by: his parents, Charles Leroy Phebus and Frances Lee Phebus of Woodbine, MD.; his grandparents, Roy E. Phebus, Annie V. Phebus of Woodbine and Carrie Litchfield of Riva, MD; and his brothers-in-law, Michael E Gue, Sr. of Mt. Airy and Randy W. Horman of Thurmont.
He is survived by: his sisters, Linda L. Gue of Mt. Airy and Terry Darlene Horman of Thurmont. He is also survived by numerous cousins, great-nieces, great-nephews, and one great-great-nephew.
