He was predeceased by: his parents, Leo Clingan and Ruth Clingan (Simpson); his wife JoAn Clingan; and his sisters, Patricia Summers and Ethel Clingan.
He is survived by: his daughters, Misti Payne (Milton), Kassie Werking (Ron) and Sirena Edwards (Kelly); his siblings, Janet Fogle, Robert, Richard, Charles Clingan, Kenneth Clingan (Anna) and John Oden (Sharon); his grandchildren, James Boyer, III, Richard Boyer, Nicholas Payne, Travis Clingan, Megan Taylor, Nicholas Edwards, Chelsea Fritz, Tabbitha Fritz, Jessica Waters and Cody Edwards; and his great grandchildren, Paxton Payne, Jaden Waters, Ellis Taylor, Kennedy Long and Quinn Payne.
A private service will be held due to the current State Corona Virus Mandate.
