He was predeceased by: his parents, Doye Robert Cowger and Pearl Marie Zody; his sister Mary Ellen; and his grandson Richard Whitby. He is survived by: his children, Kellie Morgan (Philip) of Maryland, Hollie McNamee (Josh) of Virginia, Shellie Jo Hall (Dyllan) of Virginia, Tammy Whitby (Marty) of Maryland and Sandra Cowger of Maryland; his siblings, Sherri Johnson (Donnie) and Bernard Cowger (Dawn); and his pet Smokey. He is also survived by 12 grandchildren, 18 great-grandchildren, and 1 great-great-grandchild, many nieces and nephews.
