He was predeceased by: his parents, Melvin Winfield and Mamie Spangler Garrett; his sisters, Rosella Patterson and Thelma Schlerf; and his daughter-in-law Brenda Garrett.
He is survived by: his children, Kenneth Garrett and Susan Rasch (James); his grandson David (Erin); his great grandchildren, Oliver, Harlow and Saylor; his grandchildren, Amanda and Daniel (Morgan Richards); his children, Sharon Garrett and Glen Garrett; his grandchildren, Vivian, Grace and Katelyn; his sons, Wilbur Garrett, Jr. and David Garrett (Tanya); his grandson Matthew Garrett (Gillian); his great grandchildren, Shane and Logan; his granddaughter Kayla Jones; and his brothers, Ted Garrett and Sterling Garrett.
